Russian forces conducted the largest combined drone and missile strike against Ukraine since the start of Russia’s full-scale invasion on the night of July 3 to 4, primarily targeting Kyiv City. Russian forces have conducted 10 of the largest strikes in the war since January 2025. The Ukrainian Air Force reported that Russian forces launched 330 Shahed drones and 209 Shahed-type and other decoy drones from the directions of Kursk, Oryol, and Bryansk cities; Millerovo, Rostov Oblast; Shatalovo, Smolensk Oblast; and Primorsko-Akhtarsk, Krasnodar Krai.[1] The Ukrainian Air Force reported that Russian forces also launched one Kh-47M2 “Kinzhal” aeroballistic missile from the airspace over Lipetsk Oblast, six Iskander-M/KN-23 ballistic missiles from Bryansk Oblast, and four Iskander-K cruise missiles from Kursk and Voronezh oblasts. The Ukrainian Air Force reported that Ukrainian forces downed two Iskander-K cruise missiles and 268 drones, and that 208 drones were “lost” or suppressed by Ukrainian electronic warfare (EW) interference. The Ukrainian Air Force reported that nine missiles and 63 drones struck eight locations throughout Ukraine and that Kyiv City was the primary target of the strikes. The Ukrainian General Staff and the Ukrainian Center for Countering Disinformation Head Lieutenant Andriy Kovalenko stated that the Russian strikes injured at least 20 people in Kyiv City.[2] Ukrainian President Volodymyr Zelensky stated that the Russian strikes injured at least 23 people in total.[3] Ukrainian officials reported that Russian forces struck residential and civilian infrastructure in Kirovohrad, Poltava, Odesa, and Kyiv oblasts.[4] Polish Foreign Minister Radosław Sikorski confirmed that the Russian strike against Kyiv City damaged a consular building at the Polish Embassy.[5] Ukrainian Foreign Minister Andriy Sybiha reported that the Russian strike against Odesa City damaged the People’s Republic of China (PRC) consulate.[6] Ukraine’s Security Service (SBU) reported on July 4 that Ukrainian investigators discovered components manufactured at the Chinese Suzhou Ecod Precision Manufacturing Company in Russian Geran-type drones (Russian analogue of the Iranian Shahed drone) recovered in Kyiv City.[7]
US Patriot air defense systems remain critical to Ukraine’s ability to defend against Russian ballistic missile strikes. ISW continues to assess that US aid to Ukraine, particularly Patriot air defense systems and interceptors, is critical to Ukraine’s ability to protect its defense industrial base (DIB), safeguard the capabilities it obtains from its partners in the face of long-range Russian strikes, and defend its civilian population.[8] US-provided air defense systems are vital to Ukraine’s DIB and will support Ukraine’s efforts to increase self-sufficiency and protect civilian lives.
US President Donald Trump acknowledged Russian President Vladimir Putin’s unwillingness to end the war in Ukraine on July 3 as Kremlin officials continue to demonstrate a critical lack of interest in good-faith negotiations with Ukraine. Trump correctly assessed on July 4 that Putin is “not there” and not “looking to stop” military actions against Ukraine and reiterated his “disappointment” with his July 3 phone call with Putin.[9] Trump stated on July 3 that he did not make any progress “at all” with Putin and that he is “not happy” with Putin.[10] Kremlin Spokesperson Dmitry Peskov claimed on July 4 that Putin told Trump that Russia is willing to achieve its objectives for the war against Ukraine through diplomatic negotiations, but will continue military actions, as a diplomatic option that satisfies Russia’s objectives has not yet been presented.[11] Russian forces conducted the largest combined strike of the war thus far on the night of July 3 and 4, following the phone call between Trump and Putin.[12] Putin’s and Peskov’s statements indicate that Russia has not abandoned its original objectives for its war against Ukraine.[13] ISW continues to assess that Russia’s terms – the “denazification” and “demilitarization” of Ukraine, which Russia has demanded since the start of the full-scale invasion in February 2022 – amount to demands for regime change, the installation of a pro-Russian proxy government in Ukraine, and significant limitations on Ukraine’s ability to defend itself against future Russian aggression.[14]
Ukrainian President Volodymyr Zelensky and US President Donald Trump discussed diplomatic efforts and joint work supporting Ukraine’s defense industrial base (DIB) during a phone call on July 4. Zelensky stated that he spoke with Trump about increased Russian strikes against Ukraine’s civilian population and noted that he and Trump discussed strengthening air defense and increasing protection of Ukrainian airspace.[15] ISW previously reported that Russia is increasingly prioritizing long-range drone and missile production, stockpiling ballistic missiles, and targeting densely populated cities far from the frontline as part of a cognitive warfare effort to weaken Ukrainian resolve and to undermine Western support for Ukraine.[16] Zelensky stated that his and Trump’s teams agreed to meet to discuss enhancing Ukraine’s air defense and protection. Zelensky stated that he and Trump also discussed prospects for joint defense industrial base (DIB) production and the Ukrainian defense industry’s capabilities. Zelensky stated that he advocated for the development of new projects regarding drones and related technologies, and both leaders discussed mutual purchases and investments.
Ukraine and Russia conducted the eighth prisoner of war (POW) exchange since Ukrainian and Russian officials met in Istanbul and agreed to a series of exchanges on June 2. Ukrainian officials and the Russian Ministry of Defense (MoD) confirmed on July 4 that Ukraine and Russia exchanged an unspecified number of severely wounded and sick POWs, POWs under 25 years old, and some civilians.[17] Ukrainian officials reported that Russia captured most of the released Ukrainian POWs and civilians in 2022.[18] Kremlin newswire TASS, citing an unnamed source, claimed that Russia received two civilians from Kursk Oblast in addition to the POWs and noted that each side exchanged the same number of POWs.[19]

We utterly condemn Russian violations of the laws of armed conflict and the Geneva Conventions and crimes against humanity even though we do not describe them in these reports.

Ukrainian Operations in the Russian Federation
Fighting continued in Kursk Oblast on July 4.
Russian forces continued attacks in unspecified areas of Kursk Oblast on July 3 and 4.[20] A Russian milblogger claimed on July 3 that Russian forces attacked in the Tetkino direction (southwest of Glushkovo).[21] Another Russian milblogger claimed on July 4 that Ukrainian forces counterattacked near Bezsalivka (east of Tetkino along the international border in northern Sumy Oblast).[22]
Ukrainian Armed Forces Center for Strategic Communications (StratCom) confirmed on July 4 that Ukrainian forces struck the Russian 155th Naval Infantry Brigade (Pacific Fleet) command post in Korenevo and killed the Deputy Commander-in-Chief of the Russian Navy, Major General Mikhail Gudkov.[23] The Russian Ministry of Defense (MoD) acknowledged that Gudkov died during combat operations in Kursk Oblast on July 3, as ISW previously reported.[24]
Order of Battle: Drone operators of the Russian 119th Airborne (VDV) Regiment (106th VDV Division) are reportedly striking Ukrainian positions near Tetkino.[25]
The Ukrainian General Staff reported on July 4 that Ukrainian forces struck the Russian “Research Institute of Applied Chemistry” Federal Research and Production Center in Sergiyev Posad, Moscow Oblast.[26] The center produces thermobaric parts for Shahed drones.
Russian Supporting Effort – Northern Axis (Russian objective: Create defensible buffer zones in northern Ukraine along the international border and approach to within tube artillery range of Sumy City)
Russian forces recently advanced in northern Sumy Oblast.
Assessed Russian advances: Geolocated footage published on July 4 indicates that Russian forces recently seized Novomykolaivka (northeast of Sumy City) and advanced southeast of the settlement.[27]
Russian forces attacked in northern Sumy Oblast, including north of Sumy City near Kindrativka and Kostyantynivka and northeast of Sumy City near Myropillya on July 3 and 4.[28] A Russian milblogger claimed that Ukrainian forces counterattacked near Kindrativka and Kostyantynivka.[29]
The spokesperson of a Ukrainian border detachment reported that the most intense fighting is currently in the Sumy direction and that Russian forces launch up to 50 KABs in this direction daily.[30] Former Roscosmos (Russian space agency) head and Zaporizhia Oblast occupation senator Dmitry Rogozin claimed that the Russian BARS-Sarmat Unmanned Systems Special Purpose Center (formerly BARS-Sarmat Detachment, subordinated to Airborne Forces), which Rogozin oversees, is leveraging new Mgla-Sarmat robotic infantry complexes with electronic warfare (EW) systems to shield Russian forces from Ukrainian drone strikes in northern Sumy Oblast.[31] The BARS-Sarmat Center previously mainly operated in western Zaporizhia Oblast as of late June, but some elements may have recently redeployed to northern Sumy Oblast.[32]
Order of Battle: Drone operators of the “Smuglyanka” Detachment are reportedly conducting reconnaissance to identify targets for Russian Aerospace Forces (VKS) striking Ukrainian positions near Khotin and Andriivka (both north of Sumy City).[33] Elements of the 56th Airborne (VDV) Regiment (7th VDV Division) are reportedly operating in northern Sumy Oblast.[34]
The Ukrainian General Staff posted footage on July 4 showing Ukrainian forces destroying a Russian flag at a border checkpoint along the international border with Bryansk and Chernihiv oblasts.[35]
Russian Main Effort – Eastern Ukraine
Russian Subordinate Main Effort #1 – Kharkiv Oblast (Russian objective: Push Ukrainian forces back from the international border with Belgorod Oblast and approach to within tube artillery range of Kharkiv City)
Russian forces continued offensive operations in the Kharkiv direction on July 4 but did not make confirmed advances.
Unconfirmed claims: A Russian milblogger claimed on July 3 that Russian forces advanced near Vovchansk (northeast of Kharkiv City).[36]
Russian forces attacked north of Kharkiv City near Hlyboke and Zelene and northeast of Kharkiv City near Vovchansk on July 3 and 4.[37] A Russian milblogger claimed that Ukrainian forces counterattacked near Vovchansk.[38]
An officer in a Ukrainian battalion operating in the Kharkiv direction reported on July 4 that Russian forces are using anti-drone thermal imaging ponchos to advance at night and that the tempo of Russian offensive operations in the area varies each week.[39]
Russian Subordinate Main Effort #2 – Luhansk Oblast (Russian objective: Capture the remainder of Luhansk Oblast and push westward into eastern Kharkiv Oblast and northern Donetsk Oblast)
Ukrainian forces recently advanced in the Kupyansk direction.
Advanced Ukrainian advanced: Geolocated footage published on July 3 indicates that Ukrainian forces recently advanced east of Kolisnykivka (southeast of Kupyansk).[40]
Unconfirmed claims: Russian milbloggers claimed that Russian forces advanced north and west of Kamyanka (northeast of Kupyansk) and seized Stroivka (northwest of Kamyanka along the international border).[41]
Russian forces attacked north of Kupyansk near Petropavlivka, Kindrashivka, Holubivka, and Radivka and along the international border toward Ambarne and near Milove on July 3 and 4.[42]
Ukrainian Kharkiv Group of Forces Spokesperson Lieutenant Colonel Pavlo Shamshyn stated that Ukrainian forces are unable to confirm the Russian Ministry of Defense’s (MoD) July 3 claim that Russia seized Milove.[43] A source reportedly affiliated with Ukrainian military intelligence stated that Russian attempts to seize Milove are likely part of a new offensive operation in northeastern Kharkiv Oblast aimed at expanding Russia’s “buffer zone” with Belgorod Oblast.[44] A Russian source noted on July 4 that Russian forces are working to create a 20-kilometer-deep buffer zone near Belgorod Oblast.[45] Geolocated footage published on July 3 indicates that Russian forces advanced into central Milove, but ISW cannot assess if Russian forces maintain enduring positions in the settlement.[46] Elements of the 83rd Motorized Rifle Regiment (69th Motorized Rifle Division, 6th Combined Arms Army [CAA], Leningrad Military District [LMD]) and the 72nd Motorized Rifle Division (44th Army Corps [AC], LMD) reportedly continue to operate near Milove.[47]
Order of Battle: Elements of the Russian 121st Motorized Rifle Regiment (reportedly of the 68th Motorized Rifle Division, 6th CAA, LMD) are reportedly operating in the Kupyansk direction.[48]
Russian forces continued assaults in the Borova direction on July 4 but did not advance.
Russian forces continued assaults north of Borova near Zahryzove; northeast of Borova near Zelenyi Hai; east of Borova near Nadiya; and southeast of Borova near Hrekivka and toward Olhivka on July 3 and 4.[49]
A Russian milblogger claimed that Russian forces struck a bridge on the west (right) bank of the Oskil River near Horokhovatka (southwest of Borova).[50]
Russian forces continued assaults in the Lyman direction on July 4 but did not advance.
Russian forces continued assaults northwest of Lyman near Karpivka, Ridkodub, and Kolodyazi; north of Lyman near Novyi Myr and Zelena Dolyna and in the direction of Shandryholove; northeast of Lyman near Torske; and southeast of Lyman in the Serebryanske forest area on July 3 and 4.[51]
Russian Subordinate Main Effort #3 – Donetsk Oblast (Russian objective: Capture the entirety of Donetsk Oblast, the claimed territory of Russia’s proxies in Donbas, and possibly advance into Dnipropetrovsk Oblast)
Russian forces continued offensive operations in the Siversk direction on July 4 but did not advance.
Russian forces attacked northwest of Siversk near Dronivka, northeast of Siversk near Serebryanka, southeast of Siversk toward Vyimka, and southwest of Siversk near Fedorivka on July 3 and 4.[52]
Order of Battle: Drone operators of the Russian BARS-31 Detachment (Russian Combat Army Reserve) are reportedly striking Ukrainian positions in the Kramatorsk-Druzhkivka (Siversk-Chasiv Yar) direction.[53] Elements of the Russian 215th Separate Reconnaissance Battalion (98th Airborne [VDV] Division) are reportedly operating in the Kostyantynivka (Chasiv Yar) direction.[54]
Russian forces recently advanced in the Chasiv Yar direction.
Assessed Russian advances: Geolocated footage published on July 4 indicates that Russian forces recently advanced in the Chasiv Yar Refractory Plant Building No. 2 in southwestern Chasiv Yar.[55]
Unconfirmed claims: The Russian Ministry of Defense (MoD) and Russian milbloggers claimed on July 4 that Russian forces seized Predtechyne (south of Chaisv Yar).[56]
Russian forces attacked south of Chasiv Yar toward Bila Hora on July 3 and 4.[57]
A non-commissioned officer (NCO) of a Ukrainian drone battalion operating in the Chasiv Yar direction reported on July 4 that Russian forces are accumulating in this direction and using motorized vehicles to transport provisions and personnel and to conduct evacuations.[58] The officer also stated that Russian forces frequently conduct frontline airstrikes with KAB guided glide bombs in the Chasiv Yar direction, especially against Kramatorsk (northwest of Chasiv Yar), Druzhkivka (west of Chasiv Yar), and Kostyantynivka (southwest of Chasiv Yar).
Russian forces continued offensive operations in the Toretsk direction on July 4 but did not advance.
Russian forces attacked north of Toretsk near Dyliivka; northwest of Toretsk near Rusyn Yar, Poltavka, Yablunivka, and Oleksandro-Kalynove and toward Katerynivka, Stepanivka, and Pleshchiivka; and southwest of Toretsk near Romanivka on July 3 and 4.[59]
Order of Battle: Drone operators of the Russian 20th Motorized Rifle Regiment (possibly a reformed Soviet unit) are reportedly striking Ukrainian positions near Oleksandro-Kalynove.[60] Elements of the 221st Separate Engineer-Sapper Battalion (150th Motorized Rifle Division, 8th Combined Arms Army [CAA], Southern Military District [SMD]) are reportedly remotely mining frontline positions near Poltavka and Popiv Yar (northwest of Toretsk).[61]
Russian forces continued offensive operations in the Pokrovsk direction on July 4 but did not advance.
Unconfirmed claims: A Russian milblogger claimed that Russian forces advanced north, west, and south of Razine (northeast of Pokrovsk).[62]
Russian forces attacked northeast of Pokrovsk near Novotoretske, Razine, Myrne, and Malynivka and toward Volodymyrivka and Sofiivka; east of Pokrovsk near Myrolyubivka and Promin and toward Novoekonomichne and Myrnohrad; south of Pokrovsk near Novoukrainka; and southwest of Pokrovsk near Udachne and toward Molodetske and Novopidhorodne, Dnipropetrovsk Oblast on July 3 and 4.[63]
A Russian milblogger claimed that Russian forces are interdicting Ukrainian forces’ ground lines of communication (GLOCs) near Razine, which is complicating Ukrainian logistics.[64] The Russian milblogger claimed that Russian forces destroyed a bridge near Shakhove (northeast of Pokrovsk).[65]
Russian forces continued offensive operations in the Novopavlivka direction on July 4 but did not make any confirmed advances.
Unconfirmed claims: A Russian milblogger claimed that Russian forces seized Tolstoi (southwest of Novopavlivka) and that Russian forces, including elements of the 36th Motorized Rifle Brigade (29th CAA, Eastern Military District [EMD]), advanced into eastern Piddubne (south of Tolstoi).[66]
Russian forces attacked northeast of Novopavlivka near Novoserhiivka; east of Novopavlivka near Kotlyarivka; southeast of Novopavlivka near Oleksiivka, Horikhove, and Dachne; south of Novopavlivka near Zaporizhzhia, Yalta, Zirka, Komar, Piddubne, Myrne, and Hrushivske and toward Tolstoi and Andriivka-Klevtsove; and southwest of Novopavlivka toward Voskresenka on July 3 and 4.[67] Russian milbloggers claimed that Ukrainian forces counterattacked near Piddubne.[68]
The spokesperson of a Ukrainian brigade operating in the Novopavlivka direction reported that Russian forces have become noticeably more active in this area and that Russian forces are mainly attacking with footmobile infantry.[69] The spokesperson noted that R.ussian forces are prioritizing stealth and that up to 35 Russian infantry are able to advance on Ukrainian positions in one day. A Russian milblogger claimed that Russian forces struck a bridge over the Vovcha River near Andriivka-Klevtsove.[70]
Order of Battle: Elements of the Russian 11th Air Force and Air Defense Army (Russian Aerospace Forces [VKS] and EMD) are reportedly striking Ukrainian positions near Piddubne.[71] Drone operators of the 37th Motorized Rifle Brigade (36th CAA, EMD) and 14th Spetsnaz Brigade (Russian General Staff’s Main Directorate [GRU]) are reportedly striking Ukrainian positions near Myrne.[72] Drone operators of the 336th Naval Infantry Brigade (Baltic Fleet) and 5th Tank Brigade (36th CAA, EMD) are all reportedly operating near Myrne and Voskresenka.[73] Additional elements of the Russian 37th Motorized Rifle Brigade are reportedly operating near Voskresenka.[74]
Russian forces recently advanced in the Velyka Novosilka direction.
Assessed Russian advances: Geolocated footage published on July 3 indicates that Russian forces recently seized Vesele and advanced north of Shevchenko (both northwest of Velyka Novosilka).[75]
Russian forces attacked northwest of Velyka Novosilka near Vilne Pole, Shevchenko, and Maliivka, Dnipropetrovsk Oblast on July 3 and 4.[76]
Order of Battle: Elements of the Russian 60th and 57th separate motorized rifle brigades (both of the 5th CAA, EMD) are reportedly operating in Maliivka.[77]
Russian Supporting Effort – Southern Axis (Russian objective: Maintain frontline positions, secure rear areas against Ukrainian strikes, and advance within tube artillery range of Zaporizhzhia City)
Russian forces continued offensive operations in the Hulyaipole direction on July 4 but did not advance.
Russian forces attacked near Novozlatopil (east of Hulyaipole) on July 3 and 4.[78]

Order of Battle: Elements of the Russian 19th Motorized Rifle Division (58th Combined Arms Army [CAA], Southern Military District [SMD]) and the 247th and 108th Airborne (VDV) regiments (both of the 7th VDV Division) are reportedly operating in the Zaporizhia direction.[81]
Russian forces continued limited attacks in the Kherson direction, including near the Antonivsky Bridge, on July 4, but did not advance.[82]
