Bonneville GOP accepting applications for new county clerk


IDAHO FALLS – The Bonneville County GOP is now accepting applications for a new county clerk.

In a news release to EastIdahoNews.com on Tuesday, the Bonneville County Republican Central Committee announced that current clerk Penny Manning is stepping down on July 25.

Manning has served in this capacity for the last nine years. EastIdahoNews.com spoke with Manning and will soon post an in-depth story about her career.

Her replacement will fill the remainder of her term, which is up for re-election in November 2026.

Bryon Reed, a former Bonneville County commissioner who is now the fourth vice chair of the local Republican party, describes Manning as a “phenomenal clerk” who is incredibly organized.

“One of her most outstanding qualities that she brought to the office was her organizational skills and her hard work ethic,” Reed tells EastIdahoNews.com. “She oversaw a very large group of employees … and had her influence on many important decisions in the county. She will be most certainly missed.”

Reed says the clerk is one of the most critical positions in the county, whose responsibilities are broad. Idaho statute 31-5404 outlines what those are.

Qualified candidates for this position should have strong attention to detail, experience with large budget development, and experience supervising many employees. Experience with auditing and proficiency in complex software systems are also preferred.

The BCRCC is accepting applications through June 6 at 5 p.m. The committee will interview the candidates during a public meeting on June 23. Those interviews will take place at the Snake River Event Center inside the Shilo Inn at 780 Lindsay Boulevard. The meeting will start at 7 p.m.

The committee will choose its top three candidates and recommend them to the Bonneville County Commission, who will make the final decision.
